MARINE NOTICE

TO:

All Ship Owners, Oil Companies,

Operators, Employers, Charterers

and the Public.

MANDATORY CONTRIBUTION TO THE CABOTAGE VESSEL FINANCING FUND

Pursuant to the Agencies statutory mandate to enforce and administer the provisions of the Cabotage Act 2003 as contained in section 22(1)(l)  OF NIMASA Act, 2007 and its powers to promote the development of indigenous ship acquisition capacity, as provided in Sections 42 & 43(a) of the Coastal and Inland Shipping (Cabotage) Act 2003 and Regulation 10 of its Guidelines on implementation.

NOTICE IS HEREBY GIVEN AS FOLLOWS:

  1. That all stakeholders, Employers and Charterers of vessels engaged in domestic coastal shipping  shall remit all ‘outstanding 2% cabotage surcharge already deducted to the Agency on or before 31st March 2023,
  2. That all employers and Charterers engaged in Cabotage trade must remit all 2% cabotage surcharge deducted at the end of every month.
  3. That all remittances must be accompanied by schedules in compliance with the Agency’s template
  4. Non-compliance with the above shall cause the Agency to:
    a) Publish the names of defaulters in the national dailies and forward same to the Embassies and High Commissions of the respective companies’ home counties, where applicable
    b) Refer the matter to the relevant anti-graft agencies for recovery of monies due to the agency
    c) Enforce all sanctions provided in the Cabotage Act
